Biafra's feared return

What came as a mere rumour eventually became the talk of the town. Recently, it was claimed that some military officers were said to be planning to overthrow the Acting President, Yemi Osinbajo, by preventing him from becoming the substantive President, should anything happen to President Muhammadu Buhari, thus effecting a power shift from the North to the South. President Buhari is currently in the United Kingdom for health reasons and has handed over power to his deputy.
While the unfounded rumours of a coup d’état have unfortunately become a daily staple on the social media, this particular news gained wide traction when the Chief of Army Staff, Lt. Gen. Tukur Buratai, himself seemed to have confirmed the rumour by warning soldiers to stay out of politics. The Army Chief also warned all officers and soldiers interested in politics to resign their commission or apply for voluntary discharge forthwith from active service. Since the coup scare was made public, many individuals and groups, including the governments of the United States of America and the United Kingdom, have condemned illegal change of government and passed a vote of confidence in the capability of the Acting President to steer the affairs of the nation.
It is noteworthy that Nigeria has enjoyed stable civil rule for the longest period of time in our history and nothing should, therefore, be done to pull us back. While some problems may abound with our democratic practice, military option is no longer fashionable and acceptable as a way of enthroning legitimate government. It is an aberration, ill-wind and bad sore to the healthy and peaceful coexistence in Nigeria. From the available records world over, military governments have never been an antidote to solving societal problems. What then makes the military feel it could solve any problem in Nigeria? The military, which is a subset within the entire system, should never be made to hold the Nigerian state to ransom.
Military regimes can never be absolved from the many problems facing the country. They have been part of the set-backs facing the nation in terms of impunity, corruption and nepotism that were committed under their rule that have now eaten deep into the fabrics of the country. The implication of military takeover is that all democratic structures are suspended, arms of government rendered useless, the constitution dumped into the waste bin, while the rule of law becomes an aberration with the promulgation of decrees and ouster clauses that illegally remove the jurisdiction of our courts to hear cases. When this happens, what we have is lawlessness, anarchy and totalitarianism in the hands of few tyrants simply because of the power of guns they possess.
On the international scene, a nation ruled by military officers automatically assumes a pariah status. No respect is accorded such a country among the comity of civilised nations. Access to foreign aid, grants and technical assistance stops as such an isolated country is neither consulted nor respected on any meaningful matter of global interest. Hence, with a combination of all these negatives induced to military despot, the common man suffers most from an illegal government while the cycle of poverty continues because of the likelihood of uneven distribution of wealth and significant reduction in national income. Furthermore, sanctions and embargoes are the lot of countries ruled by military juntas because of their strong pedigree for human rights violations and abuses.
It is, however, reassuring for the Presidency to state that there is no cause for alarm over the coup rumour. Can we forget so easily, the recent example from Turkey with its destabilising effects on global politics? Turkey has never remained the same following the recent coup d’état in that country. Why toeing this destructive path in Nigeria? The 1999 constitution has already provided for democratic means of transfer of power and no recourse is ever made to military coup. This is the right path to take, which is to caution the government, if it has performed below expectations. I am aware of complaints by people that the Federal Government had not been able to revamp the economy as they had desired.
Let’s even assume that this position is correct, should the military then be the viable solution? The answer is no! It should be appreciated that the country is presently experiencing economic recession due to no fault of the incumbent administration. It is a situation that the nation has found itself, as a result of bad governance, over the years. Freed from Boko Haram insurgency, revamping of social infrastructure and reduction in corruption cases are major achievements of the incumbent administration.
While President Buhari is recuperating, there is no pessimism that he would not resume back at his duty post. But in case of any eventuality, though no one prays for such, constitutional provisions should be invoked to fill in the vacuum. The call by some northern politicians that the nation would boil if power would rotate to the South is self-serving. Didn’t we experience such a development during the late President Umaru Yar’Adua administration? Did the heavens fall? Despite the high level politicking, the constitution still prevailed and at the end, Dr. Goodluck Jonathan eventually became the substantive President after the demise of Yar’Adua. This is not new and I don’t see any reason why military option should be explored this time round.
Let’s just assume that military officers take power by force in the present day Nigeria, I foresee massive civil action taking-off that could cripple the entire nation. This mass resistance is very likely to be spontaneous reactions from the people as a revolt against returning to the dark past, where the progress of the nation had been stifled. The international community would also turn the heat on the country. Nigeria and Nigerians are too sophisticated to be ruled by mere brute of force. Not again! The way out of the quagmire is not by military takeover but within the framework provided by civil rule that would engineer the much desired good governance.

What is needed is the re-focusing and re-strategising of public bureaucracy for optimal performance, true change in the mind-set of the members of the ruling class who still believe in do-or-die politics. As the Buhari administration celebrates two years in office, more energy should be deployed to providing employment opportunities for the youths, improve internal security by curtailing the activities of herdsmen and strengthen the value of the Naira, among others. On a final note, security chiefs should caution their officers and men on a routine basis to conform to their professional ethics and rules of engagement. This is to prevent members of the armed forces from derailing from their core focus and total dedication to duty and faithfulness to their oath of allegiance. Not only that, their civilian collaborators should be identified and punished altogether. This should be done without further delay. It’s no to military rule again

The former vice president left PDP to join the All Progressives Congress (APC) on February 2, 2014. There are reports that Atiku will be seeking to contest for the Nigerian presidency in 2019, on the party's platform.
This would be making it his fourth attempt as he had contested for presidency 3 times in 1992, 2006 and 2011.

Osinbajo is arguably the most popular Nigerian politician today, especially giving his performance as Acting President while the president is away on vacation.

During the build up to the 2015 general election, it was learnt that the president practically forced him on Kaduna APC as there were other candidates in the party that could have clinched the ticket.

In 2005 Okorocha formed the Action Alliance (AA), planning to become its presidential candidate for the 2007 elections. However he returned to the PDP again and in September 2007 indicated that he was interested in becoming PDP national chairman.

About 14 years after his installation, the Oba of Lagos, Rilwan Akiolu, on Monday appeared in an Ikeja High Court in a suit challenging his emergence as the paramount ruler of Lagos, saying he is the bona fide monarch.
“I am here to justify my appointment, you cannot build something on nothing, it will be broken.
“By native law and customs and by law, I am the bona fide Oba of Lagos,” said Akiolu, who was accompanied to the court by 10 white cap chiefs.
The NAN reports that Akiolu’s installation as the Oba of Lagos is being challenged by Prince Adedoyin Adebiyi and Prince Rasheed Modile, two members of the Lagos royal family.
Joined as respondents in the suit are the state governor, the Attorney-General of Lagos State, Prince Babatunde Akitoye and Chief Junaid Eko.
Both Adebiyi and Modile are claiming that Akiolu is not entitled to the throne because he is not a member of a ruling royal family by not being a direct descendant of Oba Ado, the first Oba of Lagos.
According to the claimants, only members of the Ologun Kutere and Akinsemoyin ruling houses are entitled to the throne.
They also alleged that proper customary rules and procedures were not followed when he was appointed as Oba in May 2003.
While being led in evidence by his lawyer, Mr Adetokunbo Mumuni, Akiolu told the court the procedure he followed before being installed.
“After I made my intention known to my family that I wanted to be Oba of Lagos, I applied for the throne.
“In May 2003, the head of the kingmakers and the then Sole Administrator of Lagos Island Council called at my residence.
“At that time I was preparing to go to the mosque and I was told that I received a letter from the state government and the State Executive Council.
“The letter accepted my nomination that I have been approved to be a worthy successor of the late Oba of Lagos.
“It will be exactly 14 years tomorrow (May 23, 2003) that the my appointment was approved.
“By the grace of Almighty Allah, there is nothing like rotation in the succession to the throne of Oba of Lagos,” Akiolu said.
Before cross-examining Akiolu, lawyer to the claimants, Mr Babatunde Fashanu (SAN), told the court that for the purpose of the trial, Akiolu should be addressed as the defendant and not as the Oba of Lagos while in court.
“I apply that all referrals to the defendant as the Oba of Lagos should be expunged from the records of this honourable court.
“Within the walls of this courtroom, he is a defendant and when we step out of the courtroom, I will lie down and greet him as ‘kabiyesi’ because I am like a son to him,” he said.
Akiolu also told the court that he had a prior relationship with Fashanu’s father when he was working as a lawyer during his early years of legal practice 32 years ago..
“I know your father, I used to carry files for him when we were working together.”
Fashanu’s request to expunge referrals of Akiolu as Oba of Lagos was, however, not granted by the court.
In responding to Fashanu’s question whether proper customary procedure was followed when he became Oba, Akiolu said he was installed according to the customs of Lagos as Oba by kingmakers.
“Akiolu is a direct descendant of Oba Ologun Kutere, there is no registered declaration for the throne.
“It is the old customs and the recommendations of the Price Commission which is over 100 years ago that is still valid till today.”
Akiolu also debunked claims that Akiolu royal family was not one of the ruling houses because it was non-existent.
He said:“Despite the letter from Lagos State Government confirming my appointment as Oba and stating that I am from the Akiolu royal family, I want to make it clear that a royal family and ruling house means the same thing.
“My appointment as the king is the first time in history that kingmakers will be unanimous in selecting an Oba of Lagos.”
Justice A. Candide-Johnson adjourned the case until June 19 for continuation of trial.

“They travelled as far as Niger Republic, India, etc. And in vain, they engaged the services of marabouts and soothsayers (Mere Men), to their own disappointments.”

Meanwhile, Onochie recently revealed that President Buhari is really troubled especially in relation to the way his fight against corruption is being frustrated by the National Assembly.
It was reported that Onochie also urged Nigerians to be worried over the actions of the legislature and the judiciary in the race to rid the country of corruption.
According to Onochie, “Everyone, including the international community agrees that the war on corruption under President Muhammadu Buhari, is at its best in the history of Nigeria."

Fear of a possible coup d’etat in Nigeria has emerged, as reports reaching Post-Nigeria, revealed that President Muhammadu Buhari may defy his Doctors’ order, and cut short his medical vacation, to forestall the occurrence.
Recall, that the 74-year-old Head of State, spent nearly two months on his medical leave in London, earlier this year.
He left again on 7th May, handing over power to the Vice President, Yemi Osinbajo.
Analysts had previously warned that Buhari’s prolonged absence, could spark a power struggle ahead of the 2019 Presidential election, should the Leader become incapacitated.
According to a source who spoke in confidence to Post-Nigeria via telephone: “Information reaching us has it that Buhari is planning to cut short his medical vacation, because of fear of a possible military coup.’”
“Meanwhile, the information is still very vague. But I can assure you that Mr. President is no longer comfortable with the news of a possible military coup. His presence can douse a lot of tension. I can assure you that he will definitely cut short his leave.”
This came as the Chief of Army Staff, Tukur Buratai, has now warned Army officials, against becoming involved in the country’s politics.
He made the remarks on 16th May, after the Nigerian Army received information that, “some individuals have been approaching some Officers and Soldiers, for undisclosed political reasons.”
Also speaking, a top security source stated: “A coup is not likely to happen, given the precedent. There was similar pressure in 2010, with Yar’Adua terminally ill, but the soldiers stayed in their barracks.”
However, Buratai’s statement prompted the UK embassy in Nigeria, to issue a warning against “non-democratic” change of government in the country.
“There are elections. If you’re not happy with your leaders, then you should change your leadership through the democratic process and through elections”, the UK High Commissioner to Nigeria, Paul Arkwright said earlier.
Although Analysts seem to believe a coup is possible but unlikely, there are fears that some Politicians loyal to Buhari, a Muslim from the North, could obstruct Osinbajo, a Christian from the South.
“Northern leaders will try to get a concrete deal that will at best, see Osinbajo step down for a Northern candidate to run in the 2019 poll”, a source said.
“If that agreement cannot be reached, some figures may resort to extreme measures to get their way, and so a coup isn’t ruled out, considering the top military establishments are in the North, and Northern soldiers dominate the Army.”
UK-based Security Analyst and Counter-Terrorism Expert, David Otto, believes a coup could succeed, only if Northerners were behind it, given the perception that top positions within the Army, are covered by people from Northern Nigeria.
“If a coup were to occur in Nigeria, with the composition of the military, it will not be successful, if a Southerner was behind it”, he said.
“There could be genuine fear from the so called ‘Northern Cabal’ (elite from northern Nigeria), that what happened with the previous leader Yar’Adua could happen to President Buhari: Leaving Osibanjo, a Southern Christian, to take charge and maybe run in 2019.
“The fact that Buhari is out of the country indefinitely is not good for Nigeria stability. President Buhari must either return to Nigeria , disclose what’s wrong with him or put the interests of the country [first] and resign as a result of his unfortunate ill health”, Otto concluded.

Defence Minister: Over 12,000 Boko Haram Hostages Freed So Far


The Minister of Defence, Brig-General Mansur Dan-Ali (rtd,) thursday disclosed that the federal government has so far freed over 12,000 persons held hostage by the Boko Haram insurgents.
The minister disclosed this in a keynote address at a two-day retreat holding at the National Institute for Policy and Strategic Studies (NIPSS), Kuru, near Jos, Plateau State.
The theme of the retreat is: ‘Enhancing Civil-Military Relations: A Panacea for Promoting Security and National Development.’
He said: “More than 12,000 Boko Haram captives have been freed; this figure includes the 106 Chibok girls that were abducted in 2014. We need to do more to consolidate on the efforts to sustain the peace and security currently enjoyed in the country.
“For more to be achieved, the military and civilian components of the ministry must work hard together, understand each other, and have mutual respect and trust for each other.”
Dan-Ali added that the combined efforts of members of the armed forces have successfully degraded the insurgents, making it difficult for members to re-group and carry out any organised attack.
Also speaking, the state Governor, Simon Lalong, described the retreat targeted at enhancing civil-military relationship, as apt and of great significance, noting that Plateau has benefited from collaborations between the military and civilians in ensuring quick resolution of internal conflicts.
Warning the military, Speaker of the House of Representatives, Mr. Yakubu Dogora, noted that power was not in the barrel of the gun but in the contents of the heart.
He added: “Holding the guns and ranks should not give anyone a sense of superiority over members of the society; it should be a humbling factor, and should therefore be managed with a great sense of responsibility.”
Dogara also however warned the civilians to respect constituted authorities and embrace regular dialogue on matters of national importance.

BOKO HARAM: TARABA GOVERNOR CALLS FOR SPECIAL SPECIAL FORCES


Gov. Darius Ishaku of Taraba on Thursday called for the deployment of special security forces in the state to root out regrouping Boko Haram insurgents and other terrorists in the state.

Ishaku made the call when the General Officer Commanding (GOC) of 82 Army Division Enugu, Major Gen. Adamu Abubakar, paid him a courtesy visit in Jalingo.
The governor said that the terrorists, who were chased away from the Sambisa forest in Borno by the military were regrouping in the forests of Suntai Daaji.
The Suntai Daaji forest, he said, cut across Bali and Donga local government areas and the Gashaka/Gumti national park.
“The massive influx of people into Taraba for some time now has been the major cause of insecurity.
“But when I was warning of the repercussions, I was accused of been against visitors, but today all of us are victims of their criminal activities.
“The terrorists are today committing all sorts of criminal activities, including rape, kidnapping and killings.
“People can’t travel freely on Bali-Suntai-Takum road among several other routes any longer in the state,”he said.
Ishaku also suggested ranching as the best and easier way out of the bloody clashes between farmers and grazers as well as cattle rustling.
“The population of Nigeria at independence and now is not the same and we must think and look inward to solve these problems associated with open grazing,”he said.
Earlier, the GOC said he was in the state to address the issue of farmers/herdsmen clashes and the general security situation in the state.
Abubakar called for dialogue among parties and active collaboration among the security agencies to end the security challenges facing the state.
He called on the governor to grant amnesty to criminals with timeline to mop up illegal arms in the state.
While lauding the governor for the steps taken to improve security in the state, the GOC also suggested the setting up of a special security committee to work at the grassroots with traditional rulers.
He noted that any traditional ruler that compromised security in his domain should be removed as a way of strengthening the peace bond.
He called on warring parties in the latest clashes that affected Bali, Takum, Ussa and Kurmi, to eschew violence and embrace peace.

The Popular Clergy in charge of the Champion Royal Assembly, Prophet Joshua Iginla has advised, President Muhammadu Buhari not to Politicised his health, but rather, stay abroad till he's fully recovered.

What God revealed to me about President Buhari’s health – Prophet Iginla “God has brought you this far, the seat is there and nobody will take it from you; it is only the living that can rule Nigeria and not the dead. “Wait until there is a medical clearance (that is what God said I should tell you.) Do not allow politicians to use your head to play politics, only the living can lead Nigeria.

 “In my vision, I saw some people saying wear the boot wear the boot…somebody landed in the country…what is this landing and what is this impromptu journey out again? “This is because there was an unfinished business medically. Let your persecutors persecute you and say whatever they want to say but make sure you give your health attention.

 “It is only the living that can rule Nigeria…what is the essence of me coming back and everybody is saying oh I am back and after sometime I can no longer hold it again?

Prophet Iginla, in his 73 prophetic insights for 2017, had earlier stated the President would travel out for an unscheduled health checkup and that it will be more serious.



VIO permanently banned from Lagos roads
Lagos State Governor, Mr. Akinwunmi Ambode on Tuesday put the uncertainty concerning the absence of Vehicle Inspection Officers (VIO) on Lagos roads to rest once and for all, stating categorically that he has asked them to stay off the roads permanently.

Governor Ambode, who said this at the commissioning of Pedestrian Bridges, Laybys and Slip Road at Ojodu Berger, also urged the Federal Road Safety Corps (FRSC) to limit its operations to the fringes and highways and stay clear from the main streets of the State.

He said the decisions were in line with his administration’s resolve to ensure free flow of traffic across the State, noting that their activities were contributing to traffic congestion on Lagos roads. The Governor said, “Distinguished ladies and gentlemen, let me use this opportunity to reiterate that Vehicle Inspection Officers (VIO) have been asked to stay off our roads permanently.
“We also advice the Federal Road Safety Corps to stay on the fringes and highways and not on the main streets of Lagos. It has become evident that these agencies contribute to the traffic challenges on our roads.”

He said as an alternative, the State Government would employ technology to track and monitor vehicle registration and MOT certifications and de-emphasise impoundment of vehicles on the roads. Speaking on the interventions in Ojodu Berger, Governor Ambode said his administration at inception, identified the axis as one of the major traffic flashpoints that required urgent attention, adding that the decision was informed by the strategic importance of this axis being a major gateway into the State.

“What we set out to achieve with this project was to ensure smooth flow of traffic along the express, safeguard the lives of our people who had to run across the express and project the image of a truly global city to our visitors. Today, we are delighted that we have not only succeeded in transforming the landscape of this axis but with the slip road, lay bys and pedestrian bridge, we have given a new and pleasant experience to all entering and exiting our State.

 EFCC Takes Over NIA's Bank Accounts Over N13 Billion Ikoyi Cash Haul
The Economic and Financial Crimes Commission on Friday took charge of bank accounts operated by Nigeria’s foreign intelligence service, the National Intelligence Agency, the latest in a string of measures against the NIA in the wake of last month’s discovery of N13 billion in a Lagos apartment.

The cash – comprising $43.5 million, £27,800 and N23.2 million hidden inside Apartment 7B at Osborne Towers, Ikoyi – was uncovered by operatives of the EFCC on April 12.

The director general of the NIA, Ayodele Oke, admitted to PREMIUM TIMES the money belonged to his agency, and was later suspended from office.

Mr. Oke said the money was meant for multiple “covert projects” across the country. This newspaper published excerpts of letters between Mr. Oke and the National Security Adviser, Babagana Monguno, which showed the NSA knew about the operation beforehand. The letters also showed President Muhammadu Buhari was informed by the NSA.

Security sources however told PREMIUM TIMES on Friday that operatives of the anti-graft agency compelled the director of Finance and Administration of the NIA to hand over the accounts of the beleaguered agency to an Army officer attached to the Office of the National Security Adviser.


The EFCC designated Jaafaru Mohammed, a brigadier general in the Nigerian Army, to assume the position of the Director of Finance of the NIA and commence a holistic audit of the agency’s finances.

The development was the climax of a week-long prying operation which saw detectives from the anti-graft agency grill four senior officials of the NIA.
